Erin Flanigan, P.E., PMP is a Principal of Cambridge Systematics with over 27 years of experience leading and managing research and analyses projects, with the last 17 years specifically concentrating in key national transportation areas. Her work areas include: operations/ITS and planning, program development, transportation systems management and operations (TSMO), emerging technology research, and benefit/cost analysis. She is a national expert on TSMO having led work for FHWA conducting over 47 Capability Maturity Model Self-Assessment workshops and has worked with over nine State DOTs on statewide TSMO Business Case and Program Plan projects. She has authored a guidebook on the institutional, organizational, and procedural aspects of making the business case for TSMO and led an FHWA Peer Exchange on TSMO advancement in February 2020. She is a skilled facilitator and has led numerous workshops, webinars, and breakout sessions.

Ms. Flanigan currently serves as Cambridge Systematics’ Program Manager of the Technical Support and Assistance for the Federal Highway Administration’s Office of Operations contracts and has served in this capacity for the past 12 years. She is responsible for overall technical direction and supervision of task leaders for all tasks under the contract as well as day-to-day communication with the client. These task order based contracts have included over 159 tasks ranging in value from $2.2 million to $50,000.
