Scientific evidence is mounting that the release of greenhouse gases into the atmosphere is contributing to noticeable changes in the earth’s climate. While this assertion is controversial, many public agencies, including transportation agencies, have begun to investigate how to reduce greenhouse gas emissions. This is a new topic for most, and analytical procedures are not well established. This Practitioners Guide and the associated report provide a framework and methods for assessing greenhouse gas emissions from transportation projects or programs.
