Highway Economic Requirements System

The Highway Economic Requirements System (HERS) helps state departments of transportation (DOT) assess the optimal level of investment required to achieve desired highway system performance levels. By applying engineering standards to identify highway deficiencies, then assessing the impact of investments, HERS can help determine the most cost-effective mix of highway system improvements.

Two models of HERS have been developed by the Federal Highway Administration (FHWA) with assistance from Cambridge Systematics:

  • At the national level, the HERS model examines the relationship between investment levels and the condition and performance of the U.S. highway system
  • State transportation agencies use HERS-ST for program development and needs analysis, as well as to establish performance objectives. HERS-ST has exceptionally strong capabilities to support states in planning, programming, and budgeting

Cambridge Systematics has more than 12 years of experience in developing and applying HERS as a transportation planning tool. We have adapted HERS and HERS-ST for eight states, as well as for the American Association of State Highway and Transportation Officials (AASHTO).
